The creation of a model where Istanbul Metropolitan Municipality includes stakeholders in the budgeting process for the year 2022 is a participatory approach. It involves various methods such as citizens expressing their priority needs, proposing ideas and projects, voting, etc., to allocate financial resources to citizens' suggestions and projects. This model establishes a process where citizens actively participate in deciding how a portion of the investment budget will be spent and monitor the implementation of projects included in the budget
