Providing added value to services with ICT applications, establishing a holistic approach that enables integrated solutions that work together by bringing an ICT perspective to investments and projects have an important place in the realization of smart city solutions.

The strengths of this enabler include prioritization of ICT in the public sector, increased R&D support at national and international level, increased demand for ICT-based solutions from the young population, widespread ICT trainings in the city, relatively low cost of ICT human resources compared to the countries in the region, strong mobile communication infrastructure at city scale, and high public demand for ICT-based services.

While formulating the strategies, incentives for ICT business environments, increased investments in data centers, increased interest in IoT, cloud computing, big data analytics, efforts to internalize the concept of open data within the city, and the creation of a smart city platform were used.

Increasing incentives for ICT implementation and monitoring, increasing qualified and skilled human resources in the sector, limited ICT investments by the private sector, further expansion of institutions' data management, fiber optic, LPWA network infrastructure to support IoT were evaluated as points open for improvement in Istanbul in this area.

In order to overcome common problems in organizations, strategies were identified to focus on siloed solutions at the micro scale and avoid investments in duplicate solutions, to increase the maturity of process and data integration between organizations, to increase the digitalization of solutions and organizations, and to increase cyber security.
