In order to provide a holistic management approach, the efficiency of the decision-making processes will be maximized through the management of the data collected from the city and the inclusion of the urban ecosystem in the decision-making process.
Istanbul has developed in the field of governance in these aspects: The successful implementation of many smart city initiatives, the creation of a Present Condition analysis report, the e-Government enterprise, a technology-prone young population, the presence and support of competent universities, the existence of an entrepreneurial ecosystem, an increase in social media usage, the creation of the IMM Smart City Branch Directorate and the Smart City Governance structure.
Areas that need to be improved upon in the field of governance are as follows:Legislative compliance with the smart city, the absence of a single e-service stopping point for citizens and businesses, the inadequacy of digital process management, e-Government - smart city integration, corporate sensitivities regarding open data, shortage of competent personnel, smart city cultural change management, the immaturity of smart city focused financial models, inadequate coordination and sharing in data collection and management.
